If you are on a higher version of windows, they included the XP SP3 programming in... or virtual PC. It's the lower forms of WIN7 that they "cut corners to cut costs" and did not include this option with. Win7 Home, is the bargain basement version. Some computers have that (Win 7 Home) already installed, as mine did. The XP mode upgrade was 90 dollars, instead of the upgrade of 150 dollars or more... or even buying another PC.
That's the only thing I can think of.

Besides, a friend of mine has home premium installed, the version where they "cut corners to cut costs" installed and Shrink runs there flawlessly as well.
